Subject: [PATCH] 了解到硬件设备开阀后的工作报上报间隔都已经修改了，测控一体阀改为十多分钟上报一次数据，表阀一体机30分钟上报一次数据，所以config.xml配置文件中的配置项workReportDealOneByTimes值改为1.
